Fixed wire testing

What it is

Fixed wire testing, also called periodic inspection and testing, or hard wire testing, is the systematic inspection and measurement of everything electrically fixed in a building: the incoming supply and main switchgear, distribution and sub-distribution boards, submains, final circuits, socket outlets, lighting, isolators, machine supplies, earthing and bonding.

It differs from PAT testing, which covers items plugged into the installation. Fixed wire testing covers the installation itself, and the resulting document is an Electrical Installation Condition Report supported by a schedule of test results for every circuit inspected.

On larger sites the work is usually planned as a rolling programme, a defined percentage of the installation each year across the inspection cycle, so that no single shutdown is required and the cost is spread across budget periods.

When you need it

On the inspection interval recorded on your last report, commonly five years for commercial premises and three for industrial.

After a change of use, a fit-out, a machinery installation or any significant alteration to distribution.

When taking on a building whose electrical history is unknown or undocumented.

When protective devices are operating repeatedly, equipment is failing prematurely, or thermal imaging has flagged distribution equipment.

Why it matters

Commercial and industrial installations fail differently to domestic ones. They run closer to their design load, for longer hours, in dirtier environments, with vibration, heat and constant alteration by whichever trade was last on site. Thermal cycling loosens terminations, dust and moisture degrade insulation, and undocumented alterations leave circuits without the protection the original design assumed.

Testing at that scale is a planning exercise as much as a technical one. Isolating a distribution board in a live building means agreeing shutdown windows, identifying what each circuit actually feeds, protecting IT and refrigeration loads, and working evenings, weekends or shutdown periods where the operation cannot take an outage. We plan the programme with you before anyone arrives with a test lead.

The cost of leaving it

What happens when fixed wire testing is put off

The failures that shut a commercial site down are rarely dramatic at the start. A distribution board termination works loose over a few hundred thermal cycles, its resistance rises, it runs hot, and the heat cooks the insulation of everything in the enclosure with it. By the time it announces itself, the outcome is a burnt board, a production stoppage measured in hours or days, and a replacement lead time you do not control.

The commercial consequences travel further than the repair bill. An unplanned outage on a manufacturing line costs the shift, not the fuse. A retail unit without power loses a trading day. An insurer reviewing a fire claim will ask for the current condition report and the maintenance records behind it, and an installation with no evidence of periodic inspection is a difficult position to defend.

Deferring the programme also makes the next one worse. Faults accumulate, undocumented alterations pile up, and what could have been a routine cycle of testing with a handful of remedials becomes a large, disruptive project with a substantial capital ask attached. The sites with the smallest testing budgets are almost always the ones that have not tested for the longest.

Mistakes we are called in to correct

  • Comparing quotes without checking the sampling percentage: testing 10% of an installation and testing all of it are very different pieces of work at very different prices.
  • Allowing testing to be booked without an agreed shutdown plan, then losing the day when critical loads cannot be isolated.
  • Accepting reports with unidentified circuits marked FI year after year, instead of resolving the schedules once.
  • Separating the testing contract from the remedial works, which leaves observations open across budget years while the risk stays live.
  • Assuming a recent fit-out means the whole installation is compliant, when the fit-out only covered part of it.

Sampling and rolling programmes

Testing an entire commercial installation in one visit is rarely practical and rarely necessary. The usual approach is a rolling programme: an agreed proportion of circuits inspected and tested each year so that the whole installation is covered across the inspection cycle, with the sampling weighted towards the circuits and areas most likely to have deteriorated.

Sampling has to be defensible. We record which circuits were tested and which were not, weight future phases towards untested areas, and increase the sample where the initial results show a pattern of defects. Where a sample throws up widespread failures, the honest recommendation is to widen the inspection rather than report a satisfactory result on partial evidence.

Three-phase distribution and machine supplies

Three-phase installations bring considerations that do not arise domestically: phase rotation and balance, higher prospective fault currents, discrimination between upstream and downstream protective devices, and the behaviour of motor circuits and variable speed drives during insulation testing. Drives and electronic equipment must be isolated or disconnected before insulation resistance testing to avoid damage, which is a step cheap contractors skip and clients pay for afterwards.

Machine supplies, isolators and control panels sit at the boundary between the fixed installation and work equipment. We test up to and including the fixed supply, identify where responsibility transfers to machinery maintenance, and record it clearly so the boundary is not argued about during an audit.

Environments that change the method

Warehousing and distribution bring high-level distribution, lighting at height and forklift damage to containment and sockets. Food production adds washdown environments where ingress protection and corrosion drive most of the observations. Workshops and engineering shops bring vibration, metal swarf and heavily loaded socket circuits. Offices and data areas add clean power requirements, UPS-backed circuits and IT loads that cannot be dropped without notice.

Multi-tenanted buildings introduce a further complication: landlord and tenant areas often share distribution, and responsibility for testing follows the lease rather than the wiring. We map that boundary at survey so the report covers what you are responsible for and nothing gets missed in the gap between two duty holders.
